SECTION B: INTRODUCTION

Maritime Industry is fast evolving with the need to prepare suitable manpower for administrative and managerial position in public and private organizations, involved in coastal, marine and maritime activities. The manpower is needful to develop, promote and operate responsibly to the real needs of the maritime industry and provide adequate service, research and development required to sustain the current and future maritime sector and national growth and development. The maritime administration and management will be able:

  • · To provide an expert overview of the complex but inter-related maritime specialized field and opportunities towards achieving a sustainable maritime sector at national and International level.
  • To resolve issues related to maritime management, operation, capital assets, human resources and the maritime world.
  • To engage with practice informed theory across the maritime sector.
  • To demonstrate original application of knowledge to maritime issues and in the choice of appropriate to practice.

SECTION C: PHILOSOPHY

According to the Nigerian Maritime Administration and Safety Agency (NIMASA), 50,000 seafarers are needed for the Nigerian shipping industry to realise its full potential. As at 2009, only 3,000 seafarers (mostly foreigners) were available for about 2000 vessels engaged in cabotage or local trade between Nigerian ports. To bridge this gap and in line with NIMASA mission statement “To achieve safe, secure shipping and enhanced maritime capacity in line with best global practices towards Nigeria’s economic development,” NIMASA established Maritime Institute in selected universities of which University of Lagos is one. The programme will equip Nigerians with the required skills to fill the ever rising demand for seafarers in the lucrative maritime industry in Nigeria.

The Institute of Maritime Studies commences an innovative new Postgraduate Diploma in Maritime Administration & Management. The programme, which is supported financially by NIMASA is inter disciplinary and designed to equip students for exciting career options and/or advancements in the booming fields of Maritime Administration & Management.

SECTION D: AIMS/OBJECTIVES

The programme is aimed at professional training to broaden the academic horizon and empower graduates to project their careers in different sectors where basic and applied knowledge of maritime Administration and Management issues are needed for shipping and related activities. The programme will also enable graduates with strong technical training in similar scientific profession to acquire knowledge about current trend in maritime administration and management and enhance real time problems solving. Therefore, the specific objectives of the programme are:

1. To equip qualified professionals with the needed knowledge in maritime administration and management to sustainable manage and operate on both offshore and onshore platforms.

2. To equip students with the knowledge needed to effectively and efficiently administer and manage the specialized technical and commercial components of the maritime industry.

3. To equip graduates with the expertise to resolve international maritime problems related to offshore and onshore operational activities anywhere in the world.

4. To provide a sufficient number of qualified professionals with additional skills on maritime business and commercialization.

5. To meet the growing national need for maritime studies professionals.

SECTION E: RELATIONALE/JUSTIFICATION

The University of Lagos has longstanding track records of excellence in teaching and research. Although the programme is domiciled in the Institute of Maritime Studies it will be an interdisciplinary course involving departments in Business Administration, Law, Social Science and in the Sciences within the University and students will be rigorously trained by highly rated faculty members and the related professional in the Maritime Industry. This has enhanced the reputation of our programme and created a platform for aspiring students to choose from our programmes to acquire needed skills and knowledge.

The programme is designed to meeting the mission of the University of Lagos, and the recently established Institute of Maritime Studies, University of Lagos.

SECTION F: MINIMUM ADMISSION REQUIREMENTS

(i) The programme is open to candidates who possess Bachelor degree in any discipline of the University of Lagos or any other recognized Institution.

(ii) HND holders with three (3) years work experience in any field may also be considered for admission into the programme.

(iii) Candidates must satisfy all requirements as stipulated by the School of Postgraduate Studies of the University of Lagos. Moreover, candidates may be required to undergo a selection process.

SECTION G: PERIOD OF STUDY

Every candidate for the degree of Postgraduate Diploma in Maritime Administration & management (PGDMAM) must pursue a part-time course of study and research in the University for a period not less than three semesters.

SECTION H: GRADUATION REQUIREMENTS

Candidates are expected to register for and pass minimum of 24 units including all the compulsory courses and satisfy all other requirements stipulated in the regulations of the School of Postgraduate Studies. A candidate is expected to obtain a minimum grade point average (CGPA) of 2.40. Furthermore, a candidate who fails any compulsory course may be allowed to repeat that course within the period allowed for the programme provided that the candidate has not failed courses totalling more than 6 units. Candidate who obtains a CGPA of 4.50 will graduate with Distinction while a candidate who obtains a CGPA of 2.40 or higher but less than 4.50 will graduate with a Pass. Candidate who obtains a CGPA of 2.40 and above but has more than 9 units outstanding will be asked to repeat (Fail repeat). Candidate who obtains a CGPA that is below 1.50 will be asked to withdraw (Fail Withdraw).

A compulsory course is one that must be registered for and passed by a candidate to obtain the degree while and elective course is one which may be taken to make up the minimum requirements of units or to increase the choice of courses up to the maximum number of units allowed by the programme. The Post Graduate Diploma in Maritime Administration and Management would be awarded by the Senate of the University of Lagos to successful candidates.

SECTION I: AVAILABILITY OF LIBRARY FACILITIES

The University of Lagos has collection of books, international and local journals as well as other study material related to Business Administration, Management, Law, Social Science and in the Sciences. The University Library also has huge collection of textbooks and journals with large reading and study rooms, including access to thousands of online citation index journals published by springer, Elsevier, Nature etc. Based on the University’s MOU with NIMASA, students may be allowed to the library facilities of NIMASA.

SECTION J: PHYSICAL FACILITIES ON GROUND FOR THE PROGRAMME

Two classrooms have been dedicated for use in each of the Faculties of Engineering & Science. In addition, teaching laboratories, postgraduate research laboratories, ship simulator laboratory and GMDSS laboratory all equipped for practical studies in most aspects of marine Administration and Management.

SECTION L: COURSE DESCRIPTION

IMS 701: INTRODUCTION TO SHIPS, SHIPPING (AND MARITIME ENVIRONMENT) 2 UNITS

Introduction to the maritime industry and ships used in the transportation of goods and services. Shipboard nomenclature, types and missions of merchant ships, shipbuilding nomenclature and dimensions, shipbuilding materials and methods, modes of cargo handling and their impact on ship design. To explore the mandates, needs and operational practices of other marine sectors and users, and gain an in-depth understanding of their interaction, both positive and negative. To examine and understand conflict management and maritime spatial planning approaches for multiple ocean use.

IMA 702: OCEAN TRANSPORTATION 2 UNITS

Examination of theory and practice in the management of transportation logistics, labour, rate-making, role of government, international conventions and treaties. Exposure to current trends and developments in shipping.

IMA 703: PRINCIPLES OF MARITIME ADMINISTRATION AND INTERNATIONAL INSTITUTIONS 2 UNITS

To provide a broad overview and appreciation of the role of government on policy formulation and the administration of maritime affairs. To define and examine maritime administration conceptually and in terms of governance and organizational structure utilising modern management methodologies and techniques, such as rational planning and new public management (NPM) in the maritime context. To provide an overview of the various international institutions involved in shipping and maritime affairs, including UN agencies and inter-governmental and non-governmental organizations and their interrelationships.

IMA705: HUMAN RESOURCES & STRATEGIC MANAGEMENT 2 UNITS

Strategic issues facing organizations, including top management decision making and social responsibility: environmental and industry analysis: establishing organizational mission and objectives; corporate, business and functional level strategy formulation; global and multi-domestic strategies; strategic implementation and control; integrating operations, finance, marketing and human resource strategies; case analysis.

IMA707: PORT OPERATION & ADMINISTRATION 2 UNITS

Concepts of the port and methods of intermodal transfer. Port functions divided and analysed along business lines: economics, management, finance, accounting and marketing cost studies.

IMA 708: RISK MANAGEMENT IN THE MARITIME SECTOR 2 UNITS

To provide knowledge about the principles of risk assessment and management in the maritime sector. To discuss in detail how contemporary issues in maritime administration can, and have been addressed by suitable risk assessment tools. Practical examples and elaborated case study discussions are the main focus of this course.

IMS 798: INDUSTRIAL TRIP REPORT 1 UNIT

The course on industrial trip is an hands on intensive experience as far as industrial engagement is concerned. It provides a platform for students to interact with industrial experts on issues centred on growth and development in the maritime sector. The course provides knowledge for a deeper understanding of the maritime industry integrating both theoretical and practical modes of training.

IMS 799: RESEARCH PROJECT 3 UNITS

To provide students with practical means of integrating the knowledge gained in their studies and applying it, through research, analysis and interpretation, to real-life case studies from around the world. Challenges and opportunities for achieving positive environmental, social and economic outcomes in their home countries or regions through integrated approaches will be researched and reported.

IME 702: MARINE RESOURCES & MANAGEMENT 2 UNITS

The course will provide students Bio list of marine resources of Nigeria coastal waters with emphasis on the commercially important ones in the Gulf of Guinea, the Nigeria estuaries and the inland waters as well as Management practices on the naturally occurring biota. Basic concept of aquatic pollution and major aquatic pollutant relevant to Nigeria situation will be discussed.

IMS 702: APPLICATION OF STATISTICS & ICT IN MARINE ENVIRONMENT 2 UNITS

Course provides topics in information Systems and information Technology for marine management angle. Topics include information System’s role indecision making approach to data management, application to more common technologies, security and electronic data interchange.

IME 705: MARITIME AND COASTAL LAW 2 UNITS

Review of the Law of the sea, Nigerian coastal and maritime laws, its applications and case studies with special reference to shipping laws, oil and gas, tourism and aquatic resources protection and conservation. Introduces students to the legislation application in the marine and coastal environments.

IMS 703: MARITIME SECURITY & SAFETY MANAGEMENT 2 UNITS

Creating a robust safety culture by determining threats, vulnerabilities and consequences to personnel assets, operation and critical infrastructure; Development and application of risk assessment and management techniques to maritime safety and security.

IME 709: MARINE TOURISM & BUSINESS OPPORTUNITIES 2 UNITS

This course examines how marine tourism links people to one another and to the environment. The module also explores business opportunities in a marine context, focusing on principles such as viability of existing business ventures, business practice and procedures and knowledge required to develop and effectively carry out a variety of business task.

  • Understanding to the marine tourism environment and its various elements ( ecotourism, ethnic tourism, marine parks and protected areas, fisheries, sustainable development, tourism ethics and marine environmental education)

IME 711: NAVIGATION & MARINE METEOROLOGY 2 UNITS

Course impacts basic knowledge that guides when understanding voyage at sea. Basic knowledge of the characteristics of various weather systems, reporting procedures and recording systems. Use of meteorological instruments on board ships, interpretation of weather information, synoptic charts, knowledge of tropical revolving storms (cyclona), ocean current system (Indian ocean) and tidal conditions in relation to navigation.

IME 712: CONTEMPORARY ISSUES IN THE MARITIME INDUSTRY 2 UNITS

Course aims to create opportunity for exchange of ideas with each other and other maritime experts through presentations, discussions and case studies. Subject covers contemporary issues in the various aspects of the maritime industry: Transport, Information Technology, Logistics, Safety, Security, Environment, Technology, Commerce and Policy. Issues such as importance of maritime policy on development of national merchant marine; current issues and key concerns in maritime industry, challenges of maritime safety, security, environmental protection and labour issues; carriage of dangerous goods; satellite and other forms of communication and data transfer systems and their application to the maritime community, use of Information Technology for maritime education and industry needs.
